THE ROLE OF SMALL AND MEDIUM BUSINESSES IN JOBS CREATION IN UKRAINE
Abstract
The purpose of the article is to examine the relationship between the development of small and medium-sized enterprises (SMEs) and job creation in Ukraine, which remains highly relevant amid economic transformation and post-crisis recovery. SMEs are a core element of economic resilience, yet their real contribution to employment depends not only on quantitative expansion but also on qualitative changes. The study uses statistical data for 2014–2024 and applies comparative, structural, and correlation analysis to track the dynamics of micro, small, and medium enterprises and assess their influence on overall employment. The methodological approach allows for identifying both direct and indirect effects of SME performance on the labor market. The results show that despite the dominance of micro and small enterprises in the overall structure, their impact on employment remains limited. A significant share of microbusiness relies on informal labor, where workers are not officially registered and wages are hidden. This reduces social protection, weakens the pension and insurance systems, lowers state revenues, and contributes to the persistence of the shadow economy, distorting real indicators of employment. Correlation analysis confirms a strong positive link between the growth of medium-sized enterprises and the employment rate, while the influence of micro and small businesses is statistically weak. Thus, increasing the number of enterprises alone does not ensure sustainable job creation. Employment growth requires qualitative business transformation — improved productivity, technological upgrading, and formal participation in the legal economy. The practical significance of the research lies in demonstrating the need to shift state SME policy from stimulating quantitative growth toward supporting the transition of micro and small business into more productive segments. Priorities include simplifying tax procedures, expanding access to finance, promoting business education, and developing digital infrastructure. A systematic application of these tools can strengthen the role of SMEs in job creation, enhance economic security, and reduce the shadow economy in Ukraine.
