FEATURES OF ACCOUNTING AND ANALYSIS OF RECEIVABLES OF MUNICIPAL ENTERPRISES IN THE WATER SUPPLY INDUSTRY
Abstract
The article highlights the organization of accounting for receivables in municipal water supply enterprises, as this is the main factor for the enterprise to make a profit. The functioning of such enterprises is quite complicated due to the constant growth of receivables, which in turn complicates the continuous provision of centralized water supply and wastewater services, which is critically important for the city. The department that deals with the accrual, accounting and collection of such debts is indicated. The main software products that will be able to ensure the accounting of receivables of enterprises for such a large number of debtors are analyzed. The regulatory and legal principles of concluding an agreement with consumers are considered, the main points of the agreement for accrual of debt for housing and communal services are given on the example of a typical agreement, i.e., calculations, accruals, accounting and identification of the consumer by personal accounts. Tools are proposed for ways to repay overdue receivables, such as concluding a debt restructuring agreement. Accrual rates are given for consumers who do not have a metering unit using the example of the Kyiv City Council. The procedure for submitting a claim to the court, which is sent by the legal department, and further actions after receiving a positive court decision for the enterprise are outlined. Actions aimed at ensuring the execution of the court decision and the return of the debt to the enterprise in full are considered. The debt includes unpaid debt for the last three years and court fees. Suspension of services is one of the ways to reduce the accrual of bad debts if the consumer does not respond to the above-mentioned repayment methods. After the statute of limitations has expired, the enterprise may write off bad debts, but only by decision of the higher management body. An analysis of the structure of debt for housing and communal services and the regional distribution of debt of the population for centralized water supply and wastewater services for the 2nd quarter of 2025 was conducted according to the official website of the State Statistics Service, and the regions with the highest and lowest debt levels were identified.
