THE ROLE OF THE WTO GOVERNMENT PROCUREMENT AGREEMENT (GPA) IN UKRAINE'S EUROPEAN INTEGRATION

Abstract

In this article, we will examine why it is important for Ukraine to join the Government Procurement Agreement (GPA) of the World Trade Organization (WTO), especially in the context of its aspirations for European integration. We will analyze in detail the changes that have occurred in the legal system, state institutions and economy of Ukraine since it began to implement the GPA rules into its legislation. We'll give extra focus to the changes in how Ukraine buys public goods. We'll check out Prozorro, the online system that's now vital for clear and smooth buying. Prozorro lets the public watch the buying steps and lets companies join in on bids fairly. Also, we'll talk about the tough parts Ukraine has dealt with while meeting GPA needs. These are making Ukraine's laws match those of the European Union, making Prozorro better tech-wise, and giving Ukrainian firms a fair shot at global bids. We'll also see how being in the GPA may open doors for Ukrainian firms to get into government buying markets in other WTO countries, which can push economic growth. It's vital to see that joining the GPA isn't just about meeting global rules, but also about letting Ukraine compete better worldwide.
