FORMATION OF A REGIONAL MIGRATION SECURITY SYSTEM IN THE CONDITIONS OF CRISIS SHOCK: THE EXAMPLE OF THE CARPATHIAN REGION
Abstract
The article is devoted to the substantiation of the fundamental and applied principles of forming a model of regional migration security for the Carpathian region of Ukraine in conditions of multidimensional crisis shocks. The proposed model is based on a systemic approach and involves a combination of six interrelated blocks: institutional, economic, social, infrastructural, cross-border and analytical and prognostic. The study summarizes the directions of institutional support, including the creation of migration security centers, the introduction of the institution of migration ombudsmen, the formation of interregional coordination councils, as well as the development of information and consultation platforms. The economic block of the model includes dual education, vocational retraining programs, grant mechanisms for employment support, incentives for re-emigration and the formation of innovative clusters. The social block is aimed at integrating internally displaced persons and re-emigrants by providing modular housing, expanding access to basic social services, developing psychological assistance programs and cultural adaptation. The infrastructure block focuses on the implementation of energy microgrids, insurance mechanisms for protection against natural risks, modernization of transport infrastructure and increasing the sustainability of the housing stock. An important role is played by the cross-border block, which covers the recognition of professional qualifications, the development of regulated seasonal mobility, the creation of joint industrial parks and tourist routes in border areas. The analytical and forecasting block includes the development of a migration security index (MSI), the use of integrated dashboards for authorities, an early warning system for migration crises, scenario modeling until 2030, and the use of GIS mapping and big data technologies. It has been determined that the implementation of the proposed model will contribute to the minimization of uncontrolled migration flows, the integration of forced migrants and returnees into the socio-economic environment, the strengthening of the institutional and infrastructural stability of the Carpathian region, as well as increasing its level of resilience and competitiveness in the system of cross-border interaction.
