METHODOLOGICAL PRINCIPLES OF ASSESSING THE SECURITY OF HUMAN CAPITAL DEVELOPMENT

Abstract

The article presents a study of theoretical and methodological approaches to assessing the security of human capital development as a core factor of economic stability and competitiveness. It shows that under globalization, digital transformation, demographic challenges, and the war in Ukraine, human capital acts not only as a strategic resource but also as a foundation of resilience and recovery. The essence of human capital is defined, the lack of a universal measurement methodology is highlighted, and the need to integrate quantitative and qualitative indicators is proven. A multi-level assessment system is proposed, covering education, healthcare, labor, social, and demographic dimensions, alongside modern parameters such as digitalization, innovation, and psychological resilience. International indices (World Bank Human Capital Index, UNDP Human Development Index, WEF rankings), in combination with national statistics, are emphasized as a basis for comparisons and adaptive strategies. The study argues that assessment must be carried out from individual to national level, considering migration, regional features, and post-war challenges. The practical value lies in forming recommendations for state policy aimed at preserving human potential, ensuring access to education, healthcare, a functional labor market, and social protection. The approach enables identification of risks, forecasting consequences, and informed decisions on investment in people as the key resource of sustainable growth. In post-war recovery and European integration, Ukraine should focus on qualitative growth of human capital, digital skills, innovative education, healthcare resilience, and inclusive labor opportunities for youth, women, and people with disabilities. Psychological support and adaptation of displaced persons are also critical. International organizations play an essential role by providing assistance and improving public policy in human development. Thus, securing human capital development is both a national priority and a strategic condition for building a competitive, knowledge-based economy in the globalized world.
