URBAN RESILIENCE AS A DETERMINANT OF STATE STABILITY: AN ECONOMIC AND LEGAL APPROACH
Abstract
In the current conditions of globalization, rapid urbanization, and increasing external and internal risks, the ability of cities to effectively withstand crises, adapt to change, and recover from emergencies is becoming one of the key factors in ensuring the stability of the state as a whole. Urban resilience is a complex multidimensional phenomenon that combines social, economic, infrastructural, environmental, and legal aspects of the functioning of urbanized territories. An economic and legal analysis of this category allows us to assess the impact of local and systemic crises on the economic security of a city, the effectiveness of investments, the operability of critical infrastructure, and to identify optimal legal mechanisms for regulating and supporting the sustainability of urban systems. The paper provides a detailed analysis of national and international regulatory acts, practices of local self-government bodies and international organizations such as the OECD, World Bank, UN-Habitat, and UNDRR, demonstrating the interconnection between legislative support, economic incentives, and risk management effectiveness. Particular attention is paid to the integration of strategic approaches to critical infrastructure management, the development of local economic clusters, the formation of adaptation and recovery strategies, and the enhancement of the legal and economic capacity of local communities. The results of the study show that increasing urban resilience directly correlates with the stability of the state, reducing socio-economic losses in crisis situations, strengthening legal regulation of recovery processes, and optimizing the use of resources. The practical significance of the work lies in the development of comprehensive recommendations for integrating economic and legal instruments into sustainable urban development policies, increasing investment attractiveness, ensuring public safety, and strengthening overall state stability in the long term.
