STATE PROCUREMENT IN VOCATIONAL AND TECHNICAL EDUCATION: CHALLENGES, TRENDS AND DIRECTIONS FOR OPTIMIZATION
Abstract
The article presents a comprehensive study of the problem of optimizing the state order for personnel training in Ukraine's vocational and technical education system, in the context of profound changes in the labor market caused by a full-scale war, demographic crisis, active labor migration, and structural transformation of the economy. The main purpose of the study is to assess the effectiveness of the current system of forming state orders and to substantiate the directions of its optimization by studying the most popular specialties and fields of knowledge in accordance with the modern needs of the national and regional labor markets. The methodological basis of the article is an analysis of the regulatory framework, statistical indicators of the activity of V(VT)E in recent years, the results of vacancy monitoring, SWOT and PEST analyses, as well as the use of sociological sources. In the process of the study, a few systemic problems were identified: a decrease in the number of V(VT)E institutions, a reduction in the number of students, a mismatch of the volume of training with the needs of the economy and society. The results of the study showed a stable demand for representatives of labor specialties – locksmiths, turners, builders, drivers, machine operators, welders, mechanics and logistics workers. Special attention was paid to specialists for industry, the agricultural sector, defense production and public catering. Vocational and technical education also plays an important role in training personnel for the Armed Forces of Ukraine, technical maintenance, repair and the energy sector. The conclusions emphasize the need to digitalize the system of forming state orders, more actively involve employers, regional councils, educational experts and analytical forecasting tools. Optimization should be based on the principles of flexibility, proactive response to labor market demands and strategic formation of human capital capable of ensuring economic growth, stability and recovery of Ukraine.
