ASSESSMENT OF THE EFFECTIVENESS OF DECENTRALIZATION REFORM IMPLEMENTATION IN UKRAINE
Abstract
The article analyzes the effectiveness of the decentralization reform implementation in Ukraine, which represents a key component of the transformation of the public administration system and economic governance. The reform outcomes are assessed based on the scope of delegated powers and financial resources transferred to lower administrative levels in relation to their total volume in the public sector. This approach enables the determination of the actual level of economic power decentralization. The article reviews methodological approaches to assessing budgetary efficiency, financial outcomes, and quantitative indicators of Ukraine’s consolidated and local budgets under decentralization conditions. Since previous methods did not take into account the territorial affiliation of communities and the levels of budgets, a set of decentralization effectiveness indicators is proposed to evaluate the dynamics of community financial capacity. These include: the expenditure decentralization ratio, revenue decentralization ratio, tax decentralization ratio, financial autonomy index, financial dependence ratio, and the budget self-sufficiency index. These indicators form a coherent system of quantitative metrics, allowing for a comprehensive assessment of the financial condition, fiscal independence, and administrative effectiveness of local self-government bodies in the context of the decentralization reform. The effectiveness of the reform is assessed through an analysis of institutional and financial outcomes. The results obtained are of practical value for the development of institutional and financial instruments to support local budgets, taking into account the specifics of a transforming economy and the challenges of wartime. They may also be used to improve interbudgetary planning approaches and to evaluate the performance of decentralization policy in Ukraine. The selected methodology for calculating effectiveness has practical applications both at the national level and within individual territorial communities or regional administrations.
