ENSURING THE RESILIENCE OF ENTERPRISES AND ORGANIZATIONS IN THE TOURISM INDUSTRY AS A CONDITION FOR SUSTAINABLE DEVELOPMENT AND INNOVATIVE-TRANSFORMATIONAL CHANGES IN THE POST-WAR RECONSTRUCTION OF UKRAINE
Abstract
The article is devoted to the scientific substantiation of theoretical foundations and the development of scientific and practical tools to ensure the resilience of enterprises and organizations in the tourism industry as a condition for sustainable development and transformational changes in the post-war recovery of Ukraine. The etymological essence of the concepts of “resilience,” “adaptive development,” and “sustainable development” is explored. Key problems of enterprises and organizations in the tourism industry are outlined, and the reserves and potential for the recovery of tourism in the context of the Russian Federation's military aggression in Ukraine are identified. The potential for tourism recovery lies in the following: growing interest of foreign tourists in Ukraine; development of sustainable infrastructure; preservation and promotion of cultural heritage; diversification of tourist destinations; attraction of investments; cooperation with international organizations. Challenges: security; lack of a national tourism development strategy in the context of post-war recovery; corruption and bureaucracy; ecocide, loss of human potential. A critical analysis of scientific literature on resilience, adaptive and sustainable tourism development was conducted. The priority areas for transformational change and innovation in the tourism industry have been updated: development and adoption of effective legislation that takes into account the national context and is harmonized with European requirements; development of a clear sustainable development strategy; creation of a reliable statistical database; building sustainable infrastructure; digitalization as an administrative. It is recommended to implement the UNWTO Strategy for Innovation, Investment, and Digital Transformation at the national and regional levels: Digital Transformation & SDGs; Smart travel facilitation; Smart destinations; job creation.
