INCLUSIVE DEVELOPMENT OF THE IT SECTOR IN UKRAINE AS AN OPPORTUNITY TO ENGAGE SOCIALLY VULNERABLE GROUPS IN THE DIGITAL ECONOMY
Abstract
The article analyzes the transformation of IT entrepreneurship in Ukraine, considering the inclusive approach to employment in the context of economic digitalization and prolonged socio-economic tension caused by the war. The relevance of the topic stems from the need to adapt economic policy to new realities, where not only economic growth but also social justice becomes essential for national stability. The openness of the digital sector to new participants, particularly from socially vulnerable groups, is considered a crucial condition for inclusive development and labor market resilience. The purpose of the study is to identify the main trends in the transformation of Ukraine's IT sector, assess its potential to engage women, veterans, internally displaced persons, people with disabilities, and residents of small communities in the digital economy, and determine the barriers that hinder this process. The methodology is based on comparative analysis of dynamic quantitative indicators, identification of structural changes in employment, and interpretation of statistical patterns through the lens of inclusiveness and social participation. Elements of descriptive statistics, dynamic comparison, causal analysis, and logical systematization of influencing factors are applied. The study outlines the key directions of IT sector transformation: pre-2021 growth driven by self-employment models; a gradual decline in the number of individual IT entrepreneurs after 2022; a shift toward flexible forms of employment; and the continued economic attractiveness of the sector. It is shown that despite the impact of war-related disruptions, the industry retains strong integration potential, particularly due to its capacity to adapt to remote work, incorporate new participants through online education, and interact with institutional mechanisms supporting self-employment. The practical value of the article lies in its applicability for improving public policy in the field of inclusive employment, developing educational programs for the digital integration of vulnerable groups, and designing effective tools for regional development based on IT industry resources. The findings may also be useful for the business community interested in expanding access to human capital and reducing entry barriers to the digital economy.
