MANAGEMENT OF TOURISM-RESOURCE POTENTIAL OF UKRAINE AS UNITY OF COMMAND AT NATIONAL, REGIONAL AND LOCAL LEVELS

Abstract

As provided by the 2030 National Economic Strategy, a systemic cognition of management of tourism-resource potential of Ukraine as unity of command at national, regional and local levels is considered as an actual theoretical and applied problem that requires its urgent solution. It is stated that realization of said managerial approach bases on ecological-economic cost estimation of nature-resource potential of Ukraine. Juxtaposition of the value and structure of cost estinates of the potential of nature resources of Ukraine (as of 01.01.2022) at different territorial levels shall be the precondition for this or that managerial decision to approve priorities in sustainable development of tourism-recreation destinations. It is substantiated that sustainable development of “market ecosystem” of Ukraine should be coordinated with balanced functioning of the potential of real natural-anthropogenic ecosystems and their taxonomic hierarchy at macro-, meso- and micro-levels, that is, at national, regional and local levels of management. The national level (macro-level) is represented by 14 provincial ecosystems (krays), 57 natural oblasts of Ukraine represent the regional level (meso-level) and the local level (micro-level) is characterized by 278 natural rayons. It is argued that, at the national level, the tourism-recreation potential’s unity of command is realized through the assessment across the whole Ukraine; at the regional – through the assessment of ecosystems of Ukrainian Carpathians (as an example); and, at the local – through the analysis of nature resources in ecosystems of Peredkarpatska Upland Oblast. It is established that, at the national level, the potential of natural recreation resources is dominant (first-significant among all other NRP components) in the Crimean Mountains and in the Southern Steppe Biome. With regard to regional level, the potential of natural recreation resources in oblast-level ecosystems of the Ukrainian Carpathians dominates in the Volcanic-Intermountain-Trench Oblast. The local level (micro-level) represented by the Peredkarpatska Upland Oblast manifests the best perspectives for the growth of market organizations that manage tourism territories (destinations) in the Zaviysko-Yamnytskyy.
