TRANSFORMATION OF UKRAINIAN CITIES INTO SMART REGIONS IN THE CONTEXT OF RECONSTRUCTION AND SUSTAINABLE DEVELOPMENT

Abstract
The article explores the transformation of Ukrainian cities into smart regions within the framework of post-war recovery, sustainable development, and European integration. It provides a conceptual analysis of "smart specialization," "smart city," and "smart region," emphasizing their relevance to EU regional development policy. These concepts are framed as strategic tools for aligning regional assets with global market opportunities and societal needs. The research outlines the digital transformation of Ukraine’s regions, focusing on digital infrastructure, smart governance, public–private partnerships, and the key mechanisms enabling implementation, such as funding tools and policy coordination. Special attention is given to integrating circular economy principles into post-conflict reconstruction, particularly in recycling construction and demolition waste. The article highlights the use of domestic crushing equipment as a solution to reduce environmental harm and promote resource efficiency. It compares the legal and institutional frameworks of Ukraine and the EU, identifying both convergence and regulatory gaps in smart specialization and waste management. Several national strategies and pilot initiatives are reviewed to illustrate current practices and scalability potential. The article identifies core challenges in implementing smart technologies, such as limited financing, outdated regulation, and low stakeholder trust. In response, it offers practical recommendations for governments, businesses, and civil society to overcome barriers, stimulate innovation, and attract investment. These strategies aim to foster a digitally enabled, sustainable, and inclusive development model that supports regional resilience and long-term prosperity. This research is highly relevant amid current geopolitical challenges, offering a framework for rebuilding war-affected Ukrainian regions with a focus on innovation, environmental responsibility, and EU integration. Its insights may guide future policy and inform similar post-crisis recovery efforts globally.
