STRATEGIC MANAGEMENT OF THE EFFICIENCY OF HIGHER EDUCATION INSTITUTIONS IN THE CONDITIONS OF TRANSFORMATION OF THE EDUCATIONAL ENVIRONMENT

Abstract

The article comprehensively examines the issue of strategic management of the effectiveness of higher education institutions (HEIs) in the context of the transformation of the educational environment, which is undergoing significant changes under the influence of digital technologies, globalization processes, demographic shifts, the war in Ukraine and changing demands from the labor market. The author emphasizes the need to rethink management approaches in the field of higher education, since traditional management models are not effective enough to ensure the flexibility, innovation and sustainability of educational institutions in modern conditions. The article considers modern challenges facing HEIs, including: a decrease in the number of students, decentralization of funding, increased competition in both the domestic and global markets for educational services, the need for digital transformation of the educational process, as well as security risks caused by a full-scale war. In this context, strategic management is a key tool for achieving the effectiveness of HEIs. The study proposes a conceptual model of strategic management based on the principles of adaptability, result orientation, integration of digital tools and systematic monitoring of key performance indicators. The paper uses a comparative analysis of statistical data for 2018–2024, which allowed us to identify the dynamics of transformation processes in the higher education system of Ukraine and identify the main trends. Based on the analysis, practical recommendations are formulated for heads of higher education institutions, in particular regarding the modernization of development strategies, improvement of the system for assessing the effectiveness of educational activities, intensification of communication with stakeholders, as well as strengthening institutional capacity through the introduction of elements of financial and managerial autonomy. The article is interdisciplinary in nature, combining economic, managerial and social approaches to assessing and optimizing the effectiveness of the functioning of higher education institutions. The results obtained can be used as a theoretical basis for further scientific research, as well as practical recommendations for the development of strategic plans for the development of higher education in Ukraine in conditions of uncertainty and change.
