STATE OF DEVELOPMENT OF THE TOURISM INDUSTRY IN WAR CONDITIONS AND PROSPECTS FOR RECOVERY
Abstract
The article aims to assess the current development of the tourism industry in wartime conditions and outline the prospects for its future recovery. The return to its unique historical and cultural heritage and natural resource potential, as well as the focus on domestic tourism in the western and central regions, is the main driver of the post-war development of the tourism industry of Ukraine and the affected regions. The study uses a set of special scientific research methods, in particular: the content analysis method (study and processing of scientific works to assess the current state of tourism development in Ukraine during the war, and the impact of the Russian-Ukrainian war on world tourism); comparison and graphic (study of the dynamics of changes in the volume of tax revenues from the tourism industry by regions of Ukraine and paid by hospitality industry entities). The study is based on open data, analytical, and statistical reports on the tourism industry of the State Agency for Tourism Development, and Kyiv School of Economics. Also, research by scientists and practitioners is used. The results noted positive trends in the development of the tourism industry. The prospects for the post-war development of the tourism industry in Ukraine are rapid growth and a return to demand, a gradual recovery in conditions of instability, or a scenario of a protracted conflict when the industry will face numerous challenges. It should be noted that the growth of the flow of tourists is possible only if the war ends, its territorial integrity is restored, and complete security is ensured in the country. Undoubtedly, significant investments in infrastructure development; restoration of cultural and natural monuments; and the latest technologies; strategies, and programs for domestic tourism development in safe areas are the main drivers for attracting domestic and international tourists. The main areas of tourism recovery are: domestic tourism, i.e. the promotion of safe regions, the development of ecological, green, rural tourism, support for small businesses through government programs and grants; military and memorial tourism, for example, the creation of museums and memorial complexes, thematic routes, «dark» tourism, etc. In addition, powerful marketing campaigns on the international stage will contribute to the formation of a positive image of the country as a safe, interesting, and accessible tourist destination.
