IMPLEMENTATION OF THE SUSTAINABLE DEVELOPMENT CONCEPT TO INCREASE THE LEVEL OF TECHNOGENIC AND ENVIRONMENTAL SAFETY IN THE BLACK SEA BASIN

Abstract

Topical issues of increasing the level of the technogenic and ecological situation in the Black Sea basin are considered. The most important tasks of implementing the concept of sustainable development are taken into account. Almost all national programs have no or insignificant section on environmental issues. Even those sectoral programs that have an environmental section are not related to the strategic objectives of the national environmental policy and reflect only some aspects of waste management, energy efficiency and resource conservation. The necessity of integrated environmental management is substantiated, which, in turn, is not taken into account in the development of the national marine economic complex. In Ukraine, strategic development planning is not focused on sustainable development planning. The legislation of Ukraine provides for planning only socio-economic development. The article substantiates the priority of the countries of the Black Sea basin greening the energy, transport, agricultural and industrial sectors to achieve the proper level of technogenic and environmental safety in this region. Risks of functional activity of the main objects of the maritime transport complex even under standard operating conditions have a negative impact on coastal waters, marine resources, ecosystems not only in the process of economic activity, but also as a result of emergencies and emergencies. Particular attention is paid to the environmental problem of sustainable development of Ukraine. The article analyzes the main problems of the Black Sea basin, namely its unsatisfactory ecological condition, which is due to the intensification of economic activity of coastal countries in the last 20 years, while the level of environmental activity during this period has deteriorated significantly. The question of studying, assessing and regulating the state of man-made and environmental safety in marine nature is based on the processes of technogenesis, the sources of which are, first of all, maritime transport facilities, whose work is associated with a set of systemic risks.
