INTERNATIONAL EXPERIENCE IN CREATING A FAVORABLE INSTITUTIONAL ENVIRONMENT FOR THE EFFECTIVE IMPLEMENTATION OF THE FUNDAMENTAL PRINCIPLES OF AGROECOLOGY

Abstract

The article is devoted to issues related to stimulating and implementing the basic principles of agroecology. Its purpose was to summarize international experience in creating a favorable institutional environment for the effective greening of agricultural production. The information base was primed on scientific papers and open data on the effectiveness of the implementation of agroecological practices and ways of their scaling up. The article highlights the role of the public in promoting the development of environmentally friendly agriculture. The author outlines the key areas of activity of civil society groups, including advocacy of agroecology, informing stakeholders about its benefits, initiating the implementation of environmental practices, establishing close ties between agricultural producers, consumers and trade representatives, ensuring communication between producers and consulting agencies within the framework of organizing expert support, accumulating and disseminating knowledge about fruitful practices, uniting citizens with common spiritual values, and promoting the development of agroecology. On the basis of international experience, a conceptual framework of state policy for the introduction of agroecological practices is formed and ways of its implementation are identified in terms of the main components: producer-oriented policy, consumer-oriented policy, and policy oriented to the market of environmentally friendly food products. The author argues that the main principles of state policy for the greening of agricultural production should be unfocused regulation, maximum territorialization, and ensuring institutional flexibility and a certain autonomy of local/regional authorities. The practical significance of the study is to identify priority ways to create a favorable institutional environment for the implementation of agroecological principles, which have the potential to be adapted to the Ukrainian context. Its relevance is determined by Ukraine's integration into the European Community and the requirement to harmonize its agricultural policy with EU legislation focused on environmental protection.
