THE LABOR MARKET ECOSYSTEM AND THE COUNTRY'S SOCIAL SECURITY: A MODERN VISION OF THEIR INTERDEPENDENCE
Abstract
The article is devoted to the development of the theoretical and methodological foundations for studying the essence of the labor market in modern conditions from the perspective of the concept of sustainable development and ecosystem theory. The relevance of the study is due to the insufficient scientific study of the issues of social security of the labor market as a key factor in the country's sustainable development; the need to take into account uncertainty factors in the models of development of both the labor market and social and labor relations and to search for models that would describe the real “picture” of problems and risks for the country's sustainable development. The purpose of the article is to study the essence of the labor market and social and labor relations, which, under different socio-economic conditions, ensure or make it impossible to achieve social security of the country, as a strategic task of the government for the development of human capital. General economic methods, in particular, analysis and synthesis, generalization, theoretical and methodological approaches of ecosystem theory were used in the study. The main results of the study are as follows: the author's approach to understanding the essence of the labor market ecosystem, which is a platform for the implementation of social and labor relations and depends on their quality, which is reflected in the indicators of decent work and quality of working life (this understanding will allow to delimit the “areas of responsibility” of social partners, outline the range of actors in the labor market ecosystem and social and labor relations and formulate criteria for the effective development of the labor market in conditions of uncertainty); three main features of the ecosystem of the labor market and social and labor relations are determined: its adaptability (demonstrates the ability of the ecosystem to counteract external negative influences, overcome dangers), viability (demonstrates the ability of the ecosystem to recover) and equilibrium (demonstrates the balance of interests of key actors and the ability to counteract destructive factors of the internal environment); detailed indicators that correspond to the key features of the labor market ecosystem (e.g., access to education, entrepreneurial activity, business climate, reproduction of (decent) jobs, job security, etc.) and allow determining the level of social security. The paper proves that the model of development of social and labor relations and the labor market is determined by indicators of social security, while the current state of the studied ecosystem of Ukraine is a “risk model”.
