THE IMPACT OF DECENTRALISATION ON THE EFFECTIVENESS OF GOVERNANCE IN AMALGAMATED TERRITORIAL COMMUNITIES OF UKRAINE
Abstract
The relevance of the research lies in the fact that decentralization is the main reform that can significantly improve the efficiency of local community management, increase their financial independence and adaptability to modern challenges, especially in conditions of economic instability and military operations. The article is aimed at revealing the impact on the effectiveness of management in the united territorial communities of Ukraine in modern conditions. The research was carried out with the help of general scientific methods, in particular, the methods of systematization, classification, description and generalization, the method of comparison, as well as the methods of induction and deduction were used. The study also used an economic-statistical method to identify regions - leaders, which have the largest number of territorial communities as of 2024. In the study, the author formed the evolutionary stages of OTG in Ukraine and determined the path of formation in conditions of decentralization. It was found that Odesa, Dnipropetrovsk and Lviv regions have the largest total number with a high share of rural communities (especially in Odesa region), which indicates a significant fragmentation of territories and the need for significant resources to support infrastructure. It was determined that decentralization affects the effectiveness of management through the following areas: increasing the autonomy of local management bodies, improving resource management, developing infrastructure, increasing transparency and accountability, improving the quality of public services, adapting to war and emergency situations, and increasing citizen participation in management processes. Also, according to the results of the research, challenges were identified that inhibit the further development of united territorial communities in conditions of decentralization: financial instability due to unpredictable changes in the economy, uneven development of different regions and communities, as well as insufficient level of qualification of local administrations. Future research should be focused on evaluating the effectiveness of the application of innovative tools in the practice of united territorial communities.
