STRATEGIC IMPERATIVES OF THE DEVELOPMENT OF THE OPEN SYSTEM OF THE CITIES OF UKRAINE

Abstract

The article is devoted to the topical issue of forming and ensuring the system of openness of Ukrainian cities. It is noted that in order to achieve this goal, it is necessary to form a strategic vision of urban development from the perspective of transformation and harmonization of legal consciousness on the way to achieving a compromise between economic, social, environmental, and security requirements of modern urbanization. It is substantiated that the issue of development of the system of openness of cities requires its own solution in order to achieve such a compromise, which in the future will ensure a balance of interests in the paradigm of government-business-population relations. The author's own definition of strategic imperatives for the development of the system of openness of cities is provided, according to which these are targeted, long-term guidelines for ensuring that the legal, socio-economic, socio-cultural prerequisites for implementing a policy of transparency, openness, inclusiveness and accessibility of decision-making processes of key actors in urban development are laid down, which are due to the latest needs under the influence of innovative and information progress. It is noted that the strategic imperatives for the development of the system of openness of cities include ensuring transparency in the activities of local authorities, increasing the availability of information to the public, and creating conditions for active participation of citizens in decision-making processes. The scheme of formation and implementation of strategic imperatives of the system of openness of cities is presented. The content of the strategic imperatives of direct and indirect action in the system of openness of cities is defined and disclosed. It is noted that in the context of open cities, a systematic approach involves considering how the principles of transparency, inclusiveness and cooperation can be integrated into various aspects of urban planning and development. It is proved that an important issue that requires scientific substantiation and resolution in the legal field is to ensure an effective mechanism for monitoring compliance with the requirements of openness and transparency in local authorities. The author emphasizes that the development of the system of openness of Ukrainian cities will help to improve the quality of life of citizens, increase trust in the authorities and ensure the effectiveness of the processes of combating corruption.
