HISTORICAL SKETCH OF THE DEVELOPMENT OF PENSION SYSTEMS
Abstract
Pension systems in many countries of the world are undergoing another stage of reform, taking into account the challenges that have arisen before society today. Among specialists who are engaged in the study of national pension systems, the study of the ways of their development in the historical aspect finds proper public recognition and significant demand today. The study of the historical and economic problems of the development of the world's pension systems will provide an opportunity to objectively assess their current state and determine the prospects for further development. The purpose of the article is to analyze the formation and development of pension systems in most countries of the world, as well as to assess their impact on the implementation of pension reforms at the current stage of the development of society. When conducting research, monographic, graphic, analysis methods using generalizing indicators were used, which contributed to the comprehensive characterization of the main stages of the development of pension systems. The article examines the formation and development of the world's pension systems, highlights the main stages of their evolution in the process of the development of society. The characteristics of each stage are given, the peculiarities of the formation and functioning of pension systems are highlighted. The impact of the development of industrial relations and national economies on the formation of the pension system is noted. Special attention is paid to the role of the state in the formation of a comprehensive pension system. An analysis of the pension models of Bismarck and Beveridge, which served as a model for the creation of national pension systems in many countries in the 19th and 20th centuries, was carried out. The characteristics of the current stage of development of the world's pension systems showed that preference is given to multi-level pension models that combine redistributive and accumulative pension programs. They are the most successful for most countries of the world and more resistant to the manifestation of various risks in society, and also make it possible to expand the sources of financing pension payments.
