RWA-TOKENIZATION AS AN INNOVATIVE MECHANISM FOR ATTRACTING INVESTMENTS AND INCREASING LOCAL BUDGET REVENUES
Abstract
The article examines the potential of asset tokenization to enhance the efficiency of state resource utilization by reducing management costs and improving oversight of budget fund allocation. A critical component of this research is the investigation of tokenization implementation mechanisms, which will facilitate the development of recommendations for creating a methodology to apply tokenization technology in a manner that supports innovation while safeguarding the interests of investors and local communities. The study aims to elucidate how tokenization can foster financial stability and local budget growth by implementing cutting-edge financial mechanisms. The authors posit that targeted investment incentives in the most adversely affected regions will contribute to economic revitalization, increased tax capacity, and reduced regional disparities. The article analyzes international experiences in tokenizing various asset classes and highlights the advantages of investing in tokenized assets for investors. The authors propose a fundamental logical architecture for a platform designed to tokenize territorial community assets and delineate a step-by-step use case for issuing tokens from a government Real-World Asset (RWA). It is noted that the implementation of the proposed approach necessitates close collaboration among government bodies, legal experts, technological specialists, and financial consultants. The specific steps may vary depending on the nature of the asset, the legislative framework, and the chosen technological platform. The analysis demonstrates that the proposed approach should be considered as a foundation for future strategies employing tokenization technology as a tool to ensure liquidity in local communities. The tokenization of state assets within territorial communities faces certain challenges, including the complexity of the technological infrastructure required for asset tokenization and the absence of appropriate legal regulations governing the tokenization of state assets. The authors conclude that the application of tokenization technology in managing territorial community assets holds significant transformative potential, creating prerequisites for a revolution in approaches to investment, public service provision, and capital attraction for community development and reconstruction.
