FINANCIAL SECURITY OF THE AGRICULTURAL SECTOR OF UKRAINE UNDER THE CONDITIONS OF MARTIAL STATE

Abstract

Under the conditions of martial law, the agricultural sector of Ukraine faces numerous challenges that threaten its stable functioning and development. The aim of this article is to analyze the current state of financial support for Ukraine's agricultural sector, identify key problems and barriers, and develop recommendations for effective financial support mechanisms in crisis conditions. The article highlights aspects such as the impact of military actions on the agricultural economy, changes in financing mechanisms, and the role of international assistance and new financial instruments. The authors emphasize the importance of innovative technologies, state and international support programs to ensure the stable development of Ukraine's agricultural sector. Military actions, occupation of territories, migration of the population, infrastructure destruction, and logistical difficulties significantly affect the financial support of the agricultural sector. Traditional financing mechanisms, such as bank loans, investments, and state subsidies, undergo substantial changes and limitations. Simultaneously, new financial tools, such as international aid, grants, risk insurance, and crowdfunding, can become effective means of supporting the agricultural sector, although their use requires additional research and adaptation to the specific conditions of Ukraine. The development of the agricultural sector is one of the main factors for stabilizing socio-economic relations both in the regions and in the country as a whole. Strategic goals of state policy in conditions of uncertainty and economic instability include strengthening the financial security of agricultural enterprises through business flexibility and diversification on the conditions of equal access to financial resources for all enterprises, including external financing sources. Positive shifts in the national economy in recent years have been largely due to increased production volumes and export expansion of agricultural products. Significant potential for further growth of the domestic agro-industrial complex is associated with the implementation of innovative technologies and the introduction of additional capacities in the processing and food segments, which will allow for increased production of high value-added products. In Ukraine, all the necessary conditions exist to provide the population with high-quality and affordable food products.
