INTERNATIONAL EXPERIENCE IN THE DEVELOPMENT OF TRANSPORT AND LOGISTICS SYSTEMS IN CITY AGGLOMERATIONS

Abstract

The purpose of the article is to analyze the international experience of the development of transport and logistics systems in urban agglomerations. The relevance of the topic lies in the need to improve the transport and logistics system in urban agglomerations, which is associated with the acceleration of urbanization, which is caused by the high density of economic activity, shorter trade links, high development of the transport and logistics system, access to human capital, common infrastructure. The research includes the application of general economic methods: analysis and synthesis, induction and deduction, systematic approach, graphic, comparative analysis, causality. The article defines the need for the creation of urban agglomerations and the modernization of transport and logistics infrastructure, which is associated with the growth of the needs of the urban population and requirements for improved service, an increase in the speed of life, the modernization of cargo delivery technologies, changes in environmental standards and service quality standards, etc. A study of the countries with the largest share of the population living in urban agglomerations was conducted and a direct connection was established between the most urbanized countries and their income level. The key factors influencing the development of the transport and logistics system in urban agglomerations are identified: the peculiarities of the local landscape, the heterogeneity of the types of economic activity of the agglomeration, the level of intercity interaction regarding the management of TLS, the socio-economic capabilities of cities, the quality of infrastructure, etc. The advantages of effective development of the transport and logistics system in urban agglomerations are outlined: economic development of the agglomeration, social well-being of the population, reduction of transportation and logistics costs, time savings, compliance with environmental and safety standards, development of urban infrastructure and innovations for transport and logistics management. The problems and risks arising for TLS in different countries of the world are analyzed: lack of funding for the modernization of transport and logistics infrastructure, low level of intercity interaction, insufficient legal regulation of the transport and logistics system within the agglomeration, emergency situations and natural disasters in the territory of the agglomeration. The practical value of the article lies in the definition of international experience in risk management of the development of the transport and logistics system in urban agglomerations.
