ACTUAL PROBLEMS FORMATION AND EFFECTIVE USE RESOURCE POTENTIAL OF AGRICULTURAL ENTERPRISES IN THE TURBULENT MARKET ENVIRONMENT

Abstract

The problems of formation resources and their effective use in agricultural enterprises of different sizes in the conditions of market environment existing in the agrarian sector of Ukrainian economy are analyzed. The purpose of the article is analysis and substantiation ways to ensure the effective use of agricultural resources. The relevance of research is due to the fact that the market environment in which agricultural enterprises operate is complex and dynamic. It is difficult to be predicted. It is noted that effective use of resources in such conditions is possible on the basis of rapid repurposing of enterprises. Ukraine is dominated by particularly large enterprises that produce products with a limited assortment for export to the foreign markets, where prices are more stable than in Ukraine. It is difficult to repurpose those enterprises. This requires a long period of time and a huge amount of money. The high risk of such production was confirmed in the conditions of martial law, when the sea routes for the export of products were lost. It is combined with a forced increase in the import of dairy products and increasing problems of food security. The article was carried out on the basis of the application of generally accepted research methods. The monographic method was used to study the state of the market environment in agriculture. The comparative method was used to analyze the possibilities of effective use of resources in agricultural enterprises of different sizes. The economic-statistical method was used to study the influence of the level and volatility of prices on the use of resources in certain branches of agriculture. It is shown that in the conditions of the existing level of monopolization of the sphere of agricultural product purchases, the state policy of supporting farms does not provide the expected results. Such farms lose their resource potential, their number decreases in some years. Effective use of resources is possible on the condition that they are used for the benefit of the production of competitive products and the formation of acceptable prices for them. For this purpose, it is proposed to form self-regulating economic systems, which include agricultural and processing enterprises and trade organizations. In such systems, prices, requirements for raw materials, calendar terms of product deliveries can be agreed upon. In addition, the expediency of creating support funds for low-profit and sales participants is shown.
