THE ESSENCE OF THE PROBLEM OF ORGANISATIONAL AND ECONOMIC PROVISION OF EFFICIENCY OF MANAGEMENT OF THE ENTERPRISES' PERSONNEL

Abstract

This article attempts to consider the approaches to defining the concept of «personnel management» by domestic and foreign scholars, comparing it with such concepts as «administration» and «personnel management», since for a long time the personnel management system has had economic elements that consider the enterprise personnel as an accounting unit or a certain labour resource. Accordingly, attention was paid to the historical aspect of the emergence and development of management theories, from which the main aspects of achieving the efficiency of enterprise personnel management become clear. The article focused specifically on management schools, which once comprised a collection of management theories. Thus, an attempt was made to evaluate the effectiveness of the system for managing personnel at enterprises, the basic ways of development of personnel management were analysed, and possible promising directions for choosing priorities for the personnel management system were presented, taking into account and comparing the experience of foreign experts, namely the experience of American, Japanese and European personnel management systems. The eclectic borrowing of experience of the world-famous systems of personnel management can help to improve the effectiveness of the enterprise in general. The experience of foreign experts is extremely important, but special attention should be paid to adapting this experience in the domestic context, taking into account the current conditions, including the military situation in Ukraine, current innovations, the need to meet modern development trends etc. It is concluded that it is expedient to increase the effectiveness of personnel management, which determines the main directions of the enterprise, because the focus on human resources is the basis of all internal organizational processes. For this reason, the proposed scientific article attaches great importance to the study of the concepts of personnel management of enterprises as a mechanism for the development and improvement of the efficiency of enterprises.
