EVOLUTION OF THEORETICAL APPROACHES TO RESEARCH SOCIO-ECONOMIC RESILIENCE COUNTRIES AND REGIONS IN CONDITIONS OF INSTABILITY
Abstract
The purpose of the article is to analyze the evolution of theoretical approaches to the study of socio-economic resilience of the country and regions in conditions of instability. The following scientific methods were used for the research: induction and deduction, comparison, systematization and generalization. The article examines the thesaurus of the categories "resilience", "economic resilience", "social resilience" and "socio-economic resilience". It was established that in the context of the search for the growth potential of the economic system, it is important to consider economic and social resilience in an inseparable unity, since to a large extent the behavior of both individual individuals and collectives/communities, on the one hand, is determined by subjective-object relationships , certain social processes and interactions (transformations), and on the other hand, is a factor of influence on economic processes in spatial social systems (country, region, territorial community, etc.). The formation model is proposed, systematized and described the principles of ensuring the socio-economic resilience of the system. "Innate" and acquired factors ensuring resilience are identified and characterized. It was established that the "innate" factors of ensuring the system's resilience are manifested to a greater extent in the "normal" conditions of the system's vital activity, and the acquired ones - characterize the adaptability of the system to functioning in adverse conditions, are manifested to a greater extent in crisis situations and, in fact, are the result of the socio-economic development of the system. The signs of a resilient socio-economic system are described, depending on the degree of "interaction" of this system with a shock event or crisis (flexibility, adaptability, ability to quickly recover after the onset of shocks and challenges of various nature and impact significance).
