CHALLENGES AND THE CONCEPT OF CHANGES IN THE MODERN PARADIGM OF ENTERPRISE PERSONNEL MANAGEMENT FOR THE POST-WAR ECONOMY OF UKRAINE
Abstract
Significant social changes on a global scale, caused first by the pandemic, and then by a full-scale military invasion of the territory of Ukraine and the increase in armed conflicts in politically unstable regions of the planet, led to the emergence of a clear understanding of the need for a conceptual update of the personnel management paradigm taking into account the new circumstances. This issue is especially relevant for Ukrainian enterprises, whose personnel management system has been forced to function under martial law for the second year in a row and every time faces the need to overcome new and difficult challenges. The purpose of the article is the theoretical substantiation of the directions of conceptual changes in the personnel management paradigm of the enterprise for the post-war economy of Ukraine. The methodological basis of the research is general scientific and special methods of economic theory, and, in particular, methods of theoretical generalization, grouping, comparative analysis and synthesis. The views of scientists and practitioners regarding current areas of improvement of the current personnel management paradigm have been studied. Key aspects such as rapid changes in the labor market, the impact of technological innovations and globalization on personnel management, as well as the need to adapt enterprises to new conditions are considered. Concepts and strategies of personnel management aimed at ensuring the competitiveness of enterprises in the new economic reality are highlighted. An analysis of the challenges of the modern paradigm of enterprise personnel management was carried out and their spectrum was summarized by groups of competitive challenges of the labor market and internal personnel challenges. The article examines the key challenges faced by enterprises in Ukraine, such as insufficient qualification of employees, lack of innovative approaches in personnel management, increased competition in the labor market and instability of the economic situation. The composition of key demographic and personnel changes in Ukraine as challenges to the current personnel management paradigm is determined. The conceptual principles of the change of the paradigm of personnel management for enterprises of Ukraine in the post-war period are proposed.
