INSURANCE OF INVESTMENTS AGAINST WAR RISKS: ESSENCE, NECESSITY AND PROSPECTS
Abstract
The article is devoted to topical issues of investment insurance against war risks. The purpose of the article is to clarify the essence of investment insurance against war risks. The relevance of the topic is caused by the full-scale war in Ukraine, as well as the increase in the number and scale of terrorist acts in the world, which have a negative, and even catastrophic, effect on the economy and the well-being of citizens. The main research methods used in this article are correlation analysis and comparative method. The content of investment insurance against war risks in domestic and foreign legislation is considered. With the help of correlation analysis, namely the use of Pearson's linear correlation coefficient and Fechner's correlation coefficient, the relationship between the level of development of the insurance market and the volume of capital investments and the inflow of foreign direct investments into the national economy was analyzed. The obtained results indicate that there is a direct relationship between the volume of capital investments and the development of the insurance market, which consists in stimulating capital investments by guaranteeing insurance payments in the event of insurance events. The inflow of foreign direct investments does not depend on the level of development of the insurance market of Ukraine, because foreign investors use, first of all, the services of international insurers and reinsurers. The world experience of insurance of investments against war risks was studied. The main aspects of the activities of the U.S. International Development Finance Corporation (DFC), the main insurance risks covered by the "Political Risk Insurance" program, and measures to support the economy and citizens of Ukraine are highlighted. Attention is focused on insurance programs, prospects and shortcomings of the activity of the Export Credit Agency in Ukraine. The directions of the formation of the war risk insurance system in Ukraine are outlined, in particular, through the introduction of war risk insurance programs from private insurance companies, the Export Credit Agency and trust funds, including international ones. The need for a clear definition of the content of military risks at the legislative level was emphasized.
