STRATEGIC HR MANAGEMENT AS A TOOL FOR THE EFFECTIVE DEVELOPMENT OF TRANSPORT COMPANIES IN THE FACE OF UNCERTAINTY

Abstract

The article examines the complexities of developing a human resources strategy for transportation enterprises in the context of wartime and post-war reconstruction. The authors determine that a modern HR strategy must be closely aligned with the overall development strategy of the company, be sufficiently flexible, economically feasible, and provide an individual approach to employees. A socialization-oriented HR strategy involves the transfer of knowledge and experience from senior employees to younger employees through personal contact. This strategy is relevant for transport companies where knowledge and experience are informal and tacit. A formalization-oriented human resources approach involves the development of training programs and courses, as well as the articulation of best practices for imparting knowledge to employees. This strategy is relevant to transport companies that produce or provide standardized products or services. During wartime, transportation company leaders try to develop a plan for their workforce that follows the rules of good management. They use the experience of working under pandemic lockdowns to respond to various challenges and adapt to difficult conditions. The authors identified the main reasons why the transport industry in Ukraine has staffing problems, such as the demographic crisis, which will only worsen in the future, the shortage of labor due to the war, and the need for specialists with experience in martial law. To solve these problems, transportation companies can use measures such as recruiting veterans of the Anti-Terrorist Operation and combat operations. Cooperation with universities that train specialists for the transport industry is promising. Another solution to the problem is to attract migrants from countries with lower levels of economic and social development. This direction is promising, but requires careful planning and preparation, as well as learning from the experiences of EU countries. In Ukraine, the share of women in the transportation sector is increasing due to the mobilization of men. It is necessary to create appropriate working conditions for women.
