MANAGEMENT OF LOGISTICS PROCESSES IN UKRAINE: PROBLEMS AND SOLUTIONS UNDER MARTIAL LAW
Abstract
The main objectives of the article are to study the problems in the logistics management systems in Ukraine and to formulate proposals for their solution under martial law. Logistics is an integral part of the modern economy and an important tool. Under martial law in Ukraine, most of the established supply chains simply stopped functioning. Therefore, the problem of forming an effective system for their restoration and development management is relevant. The study uses such methods as analysis and synthesis, systematization. The article analyzes and studies the problems and prospects of the logistics management system in Ukraine under martial law. The state of the national logistics system on the eve of military operations and the problems after a full-scale invasion are assessed. The dynamics of Ukraine's place in the ranking of the Logistics Performance Index during 2007-2023 years and the Logistics Performance Index of Ukraine and its component (logistics competence) for the same period are studied. The essence of the concept of logistics process as an object of management is defined. In order to optimize logistics processes in wartime, it is proposed to focus on planning (forecasting), adjusting logistics processes, taking into account security issues, risk, regulate inventory management, consider the multivariate supply, etc. The author proposes a scheme for optimizing logistics processes in Ukraine in times of war. Logistics process management is a complex system that should have economic, functional, and social aspects. Logistics processes are closely related to the operation of the enterprise, and effective management of logistics processes will open up significant opportunities for cost rationalization in various links of the chain. The mechanism for managing logistics processes at domestic enterprises should be aimed at increasing the level of efficiency of their activities by improving forecasting, organization, control and regulation. The practical significance is that this sequence of actions will help to ensure the conditions that will allow obtaining optimal economic results in the current conditions of war.
