CONCEPTUAL MODEL OF RENEWAL OF THE SOCIAL DIALOGUE SYSTEM IN UKRAINE UNDER CONDITIONS OF DIGITALIZATION, EUROPEAN INTEGRATION, MARTIAL LAW AND NEEDS OF POST-WAR RECOVERY
Abstract
The article is dedicated to the development and substantiation of a conceptual model for updating the system of social dialogue in Ukraine in accordance with the requirements of European integration, the possibilities of involving network-digital technologies to overcome the negative consequences of war, ensuring the stability of the system of social and labor relations and social dialogue. The need to update the system of social dialogue in Ukraine is due to the urgent need to introduce modern democratic mechanisms for mobilizing and effectively using limited state resources for accelerated European integration and overcoming the consequences of armed aggression. An important condition and consequence of the implementation of the updated model is the coordination and solidarity of the interacting entities for the adoption and implementation of mutually agreed decisions, providing timely responses to the challenges of the time and the formation of internal favorable conditions for the post-war recovery of the economy and labor sphere of Ukraine. The authors proposed and substantiated the structural model of updating the social dialogue system, and also revealed the content-structural and operational aspects (strategic and priority tasks) of its practical implementation. The article, based on the analysis of regulatory and organizational and management background, reveals the functional structure of the current system of social dialogue in Ukraine. On the basis of the author's previous research, the vision of the updated model of social dialogue was defined and substantiated – a basic conceptual scheme, an updated list of functions, strategic tasks and policy priorities in the field of digitalization, European integration and the needs of Ukraine's post-war recovery. Attention is focused on the need for essential changes in the system of interaction between the parties of social dialogue, the implementation of which will be facilitated by the updated model of social dialogue in Ukraine. The priority tasks that need to be implemented in the system of social and labor relations and social dialogue at the current stage are disclosed. The conceptual vision of the updated model of social dialogue is disclosed by the authors in the context of the main groups of factors influencing the state of social and labor relations, the sphere of labor and the national economy at the present stage, namely: digitalization, accelerated European integration, the main unresolved problems that were accumulated in the pre-war period, as well as the negative consequences of large-scale armed aggression and the needs of post-war recovery. The practical implementation of this conceptual model of updating the system of social dialogue in Ukraine will create favorable conditions for the preservation and restoration of war-torn ties in the system of social and labor relations, in the field of labor; will allow to consolidate the subjects of social and labor relations and the parties to social dialogue through the use of modern network-digital technologies to overcome the devastating consequences of the war, the creation of prerequisites for post-war recovery based on the achievement of mutually agreed solutions and the development of effective mechanisms for their implementation, which as a result will contribute to the successful European integration of Ukraine.
