FINANCIAL MECHANISM OF PUBLIC-PRIVATE PARTNERSHIP IN IMPLEMENTATION OF STRATEGIC GOALS OF THE DEVELOPMENT OF THE TERRITORIES OF UKRAINE
Abstract
The article is devoted to the deepening of the theoretical foundations of the financial mechanism of public-private partnership (PPP) and the justification of measures for its activation for the implementation of strategic guidelines for the development of the territories of Ukraine in the conditions of their post-war development. Methods of abstraction, logical generalization, systemic and institutional approaches were used to achieve the goal. It was emphasized that among other mechanisms and tools for solving complex tasks that Ukraine is currently facing, one of the potentially most important is an effectively working PPP financial mechanism. The use/realization of the potential of public-private partnership is extremely important both for financing the restoration of war-ravaged objects in Ukraine and for the further implementation of the strategic goals of the development of its territorial communities. Attention is focused on the systemic characteristics of the PPP financial mechanism, the peculiarities of the interaction of its components depending on the methods of organizing financial relations, the influence of conditions and factors on its development. It is shown that the development of PPP in Ukraine has a fading dynamic, which requires, along with other measures, the activation of the financial mechanism of PPP. The need to use regulatory measures of the financial policy of the state and territorial communities in Ukraine in the aspect of stimulating private sector enterprises to participate in the formation and implementation of projects on the basis of PPP was emphasized. Measures are outlined to activate the process of engaging the financial mechanism of partnership for the implementation of projects in socially significant areas, which will contribute to balancing the interests of the state, the private sector and society in the difficult conditions of war and post-war reconstruction. It was concluded that in order to realize the strategic goals of the development of the territories of Ukraine, the reconstruction of infrastructure and other objects, it is necessary to further develop the PPP financial mechanism, primarily by improving its institutional component.
