REGULATION OF BANKS' ACTIVITIES IN THE DOMESTIC SECURITIES MARKET
Abstract
The article examines the main activities of banking institutions in the domestic securities market in accordance with the requirements of legislation and forms of state regulation. It is noted that in domestic practice, banks are allowed to act in the stock market as issuers, institutional investors and professional participants ensuring the functioning of the market infrastructure institutions. The article analyzes the trends in the development of banks' issuance activities, in particular, the issuance of corporate bonds in 2017-2021. The author concludes that this source of borrowed capital is underutilized in the domestic banking system. Emphasis is placed on the growing interest of banks in investing in securities, which is due to a decline in demand for credit products in the country's economy. The share of banks' investments in securities has been growing rapidly over the past five years and currently exceeds one-third of total banking assets. It is noted that banks have a particular interest in investing in government securities, primarily in domestic government bonds (DGB). To a large extent, this trend is driven by the fairly high yields and reliability of these stock instruments and the regulator's permission to form mandatory bank reserves by purchasing DGB. In recent years, banks' activities as primary dealers in the DGB market have been actively developing, which ensures the efficient functioning and development of this market. It is concluded that the forms of state regulation of banks' activities in the domestic securities market demonstrate their effectiveness and contribute to the growth of the role of these institutions in the country's financial system, enhance the importance of issuing, investment and intermediary banking activities in the processes of attracting, moving investment capital and directing it to economic growth.
