MODERN PROBLEMS OF THE IMPLEMENTATION OF ENVIRONMENTAL POLICY IN UKRAINE TO PREVENT CLIMATE CHANGE IN ACCORDANCE WITH THE CONCEPT OF SUSTAINABLE DEVELOPMENT
Abstract
The paper discusses on global climate change, which is one of the most urgent problems of humanity, that negatively affects people's health, natural objects, economic development, etc. It is noted that the systematization of climate change problems was initiated by the Intergovernmental Panel on Climate Change (IPCC) back in 1988. It is substantiated that nowadays it is necessary to change the existing meaning of environmental policy in the arrangement and structuring of the political system of each state, including of Ukraine, and that the implementation of the environmental policy of the world countries to prevent climate change should meet the goals of sustainable development. Attention is focused on the main problems of implementing an effective environmental policy in Ukraine to prevent climate change in accordance with the concept of sustainable development. It is emphasized that the problem of climate change has acquired a global character and requires the approval of timely and effective environmental-political and environmental-legal norms aimed at reducing greenhouse gas emissions and implementing measures to adapt to climate change. It is substantiated that Ukraine's inefficient ecological and political participation in the world's response to climate change can lead not only to economic losses but also to significant international reputational losses of the country. It is emphasized that Ukraine demonstrates intentions to fulfill obligations and implement measures to combat climate change and environmental problems. It is noted that Ukraine is gradually increasing the share of renewable energy sources use, such as wind and solar power plants, which will contribute to the greenhouse gas emissions reduction from the use of traditional energy sources, such as coal, gas, oil, etc. It is emphasized that nowadays there is no proper National Strategy for Climate Change Adaptation. Attention is drawn to limited financial resources, which complicates the implementation of necessary environmental initiatives, the realization of ecological and economic measures and projects that would meet the goals of sustainable development. It is emphasized that Ukraine needs to adopt and improve laws and regulations aimed at reducing greenhouse gas emissions, increasing energy efficiency, and supporting renewable energy. Recommendations for the environmental policy implementation in Ukraine to prevent climate change in accordance with the concept of sustainable development have been formulated.
