INCREASING THE EFFICIENCY OF STATE REGULATION OF THE AGRICULTURAL SECTOR IN THE WAR AND POST-WAR PERIOD

Abstract

The article reflects the necessity of researching modern problems of state regulation of the agrarian sector of the agricultural sector, taking into account, in accordance with the global challenges of the external environment (the war in Ukraine: mined territories, eruptions from shelling, landslides, burnt lands, destroyed military equipment in the fields causes long-term environmental degradation) methods of state regulation of the industry requires further improvement. It is necessary to pay attention to the financial components, with the help of which it is possible to build an effective mechanism of financial stimulation, capable of strengthening the interaction between producers, the state and financial institutions and organizations. State regulation aimed at the development of agricultural cooperation should become one of the primary directions of stabilization and improvement of agricultural production in the war and post-war periods. Increasing the effectiveness of state regulation of the agrarian sector of the agricultural sector consists in determining the goals, directions and tools of the modern state in the development of the agrarian sector, which should create internal and external conditions for its development, economic growth and ensuring the country's food security, based on a preliminary assessment of the implemented measures, which includes analysis of the challenges of the external environment and research into the possibilities of obtaining positive effects in the conditions of digitalization of the domestic economy. Measures of state regulation of the industry, it seems, should, on the one hand, support the positive trends that have emerged in the development of agriculture in the regions, on the other hand, eliminate negative factors that prevent the development of medium and small agrarian businesses, small forms of management, search for alternative routes for the export of Ukrainian grain, support the development of rural areas, as an integral part of the successful economy of Ukraine as an agrarian state. This becomes possible if it is envisaged to ensure, through the newly created united territorial communities, the appropriate level of agriculture and animal productivity, ensuring the high efficiency of production of small forms of farming in the countryside.
