KNOWLEDGE ECONOMY, MODERN INFORMATION AND COMMUNICATION TECHNOLOGIES
Abstract
The article examines separate aspects of the category "knowledge economy" are studied, domestic assessments and international indicators and ratings are inherent in it. It is recognized that the "knowledge economy" is a rather capacious concept and each time it is refined in accordance with new knowledge and information. The state of the information and telecommunications industry in Ukraine is analyzed. The number of innovatively active enterprises in 2021 amounted to only 39.44% of the 2016 level. The number of enterprises that have introduced technologies varies over the years, but is generally stable. Spending on innovation in 2020 decreased by 41.3% compared to the level of 2016. The place of Ukraine in the international global rankings was assessed. The assessment shows that Ukraine has a high educational and scientific potential capable of producing a variety of innovations. It is traced that from the position of "transformational economy" in 2018, under the legal regime of martial law, the domestic knowledge economy shifted to a lower level – "inception" due to the collapse of GDP per capita, but did not fall into the line of "limited development" next to countries with the same per capita income, only because of the relatively high level of human capital development. Competitive advantages in accordance with the Global Competitiveness Index are the high market capacity, the quality of higher, secondary and vocational education; according to the Global Innovation Index – human capital. Under the conditions of war, the sphere of science and innovation suffered losses that significantly affected its subjects, infrastructure, and mechanism of functioning. It has been established that in order to maintain the existing positions of the national knowledge economy in terms of information and communication technologies, state support is needed through fiscal mechanisms, and to increase them in the international structure, a new Industry Development Strategy and forecasting an increase in the share of its products in GDP. Significant hopes are pinned on international donors, who have committed to allocate 17.4 million euros for digital transformation in Ukraine for the period up to 2025.
