EFFICIENCY OF THE PERSONNEL MANAGEMENT SYSTEM IN THE CONDITIONS OF MILITARY OPERATIONS

Abstract

Human resource management in the context of military operations is an important and relevant topic, since conflicts and martial law create difficult conditions for enterprises and require effective human resource management, productivity and stability. The purpose of the article is to show the prospects and possibilities for the development of the personnel management system based on the study of regulatory and legal changes in labor relations as a result of martial law in Ukraine. The study uses general scientific and special methods, such as analysis of literature sources, statistical data, and expert assessments. They allow for a comprehensive analysis of the effectiveness of the human resources management system in martial law. The economic crisis and war can become a trigger for an effective review of the personnel management system, the selection of effective employees and cost optimization. The main prospects and possibilities of effective personnel management are: the possibility of flexible management of the recruitment of employees, opportunities for retraining, mobility and adaptability, ensuring psychological support and a sense of security of employees, development of leadership, expansion of the network of partners. Companies that are able to adapt to new conditions, conduct effective personnel management and quickly respond to changes, have more chances to cope with the challenges of martial law and ensure the stability of their activities. The study has identified the main problems of personnel management in the context of military operations, such as restrictions on freedom of action and decision-making, emergency circumstances and instability of the political and economic situation. It is shown that human resource management under martial law is a complex task, but it also opens up prospects and opportunities for the development of organizations. It is important to actively use flexibility, retraining and communication to ensure successful functioning in unpredictable conditions. The analysis of regulatory and legal legislation has shown changes in the conclusion of employment contracts, probationary periods, working conditions, the formation of working hours for rest, vacations, night work and dangerous conditions, payment of wages, and termination and suspension of employment contracts. The results of the study have important practical implications for enterprises operating in the context of military operations.
