FISCAL LEVERS AND LEGAL BASIS FOR THE CREATION OF INDUSTRIAL PARKS IN UKRAINE
Abstract
Industrial parks are an efficient organizational and economic mechanism that has proven its effectiveness in many countries around the world. They contribute to the creation of new jobs and are a powerful driver of local and regional development, helping to overcome the depression of certain areas. To ensure an attractive investment climate in industrial parks, the state must guarantee the inviolability of investors' capital and provide them with the opportunity to return their capital with a profit. Unfortunately, the creation of industrial parks in Ukraine is not a dynamic process due to the military-political situation and the imperfection of the legal and regulatory framework for foreign investment projects. However, in order to accelerate this process, it is necessary to make significant efforts and develop effective measures aimed at improving the investment climate and creating favorable conditions for investors. This research paper considers the essence and prerequisites for the creation and operation of industrial parks as one of the important elements of regional economic development. The peculiarities of taxation and creation of various tax and customs benefits in relation to the current legislation for organizers and participants of industrial parks are described, which will contribute to the further development of industry in the country. The author also analyzes the current state and peculiarities of the functioning of industrial parks in Ukraine, which demonstrates the general level of preparation of industrial sites and possible obstacles to attracting new investments from potential participants. Particular attention is paid to the justification of the latest Strategy for the Development of Industrial Parks in Ukraine, which will contribute to the formation of an attractive investment environment in the country and will allow to determine the directions and ways of providing industrial parks in the future. This research paper analyzes in detail the topic of industrial parks, their role in regional economic development, as well as their potential advantages and possible problems. This analysis will help to identify ways to improve the situation in this area and attract new investments for the development of industrial parks in Ukraine.
