STATE REGULATION OF HUMAN CAPITAL AS A DETERMINING FACTOR OF ECONOMIC DEVELOPMENT

Abstract

The article examines the role of the state and its influence on the processes of formation and reproduction of high-quality human capital. Emphasis is placed on the fact that human capital is a determining factor in the development of the economy and helps increase the rate of economic growth, contributes to the development of the economy and society. The need to improve the mechanism of state regulation in areas related to the development of human capital is substantiated. The components of the human capital index, which measures the human capital of the next generation, were analyzed. It is noted that the components of the state of health and level of education included in the Index are used in a combination that reflects their contribution to the level of employee productivity. The main problems that restrain the development of human capital and, as a result, lead to the strengthening of migration processes, aging of the population, and low life expectancy are identified; deterioration of the health of the population and the outflow of intellectual capital abroad. It is noted that studies are conducted annually in Ukraine with the aim of determining the actual level of satisfaction of Ukrainian citizens with the level of medical care. Assessment of the availability of medicine and the quality of medical services is presented in the project «Health Index. Ukraine», which aims to study the level of citizens' satisfaction with medical care, as well as their behavior in health-related situations. The general index for Ukraine is determined on the basis of sub-indices that take into account such indicators as: satisfaction with medical services and outpatient medical care, satisfaction with the work of a family doctor, availability of medicines etc. In order to increase the efficiency of the implementation of state policy, a set of measures by the state to improve the regulation of the country's human capital development processes were considered, such as: ensuring equal access of citizens to quality medical services, transforming Ukrainian education into an innovative environment, introducing honest and fair pension payments, improving the effectiveness of social support people.
