SUBSTANTIATION OF PRIORITIES OF FORESTRY STRATEGIC DEVELOPMENT ON THE BASIS OF INVESTMENT AND INNOVATION SUPPORT
Abstract
The article examines the current state of forestry and its importance for the economic development of Ukraine. The state of enterprises and investment and innovation support of economic development of forest resource potential are analyzed. The main problems of forestry are presented, for the solution of which the state strategy of forest management of Ukraine till 2025 is developed, which is developed taking into account the need for implementation of the uniform state policy in the field of forest relations, of Ukraine. It is established that the problems of investment and innovation support of those sectors of the national economy that are state-owned and where there are numerous institutional restrictions on attracting private and domestic and foreign investors are particularly difficult. Therefore, substantiation of the priorities of investment and innovation support of economic development of forest resource potential is an important component of national policy in the current state of development of the forest sector of the national economy. Implementation of the investment strategy of forestry development at the regional level also requires diversification of funding sources for specific areas of innovation of permanent forest users. It is established that in the conditions of independent Ukraine the forest sector began to be affected by previously absent factors, namely: significant reduction of budget funding; the transition of spatial planning and management to a greater extent to the local level; private ownership of land, etc. The main tasks of the forest management system based on ensuring sustainable forestry of Ukraine and creating conditions for sustainable development taking into account geographical and other features are identified. It is envisaged that forest policy should meet the interests of the state, business and society. For this purpose, a regulatory framework is being developed that will ensure the implementation of the forest complex development strategy. Prospects for the development of forestry are presented and it is proved that further development and implementation of an innovative concept of sustainable forest management will help increase the level of forest cover and have a positive impact on the economy as a whole.
