CONCEPTUAL BASIS OF THE DEVELOPMENT OF REGIONAL EDUCATIONAL INSTITUTIONS AS A STRATEGIC DIRECTION OF POST-WAR RECONSTRUCTION
Abstract
A new stage of reforming higher education in Ukraine began in 2014 when the Law of Ukraine “On Higher Education” was adopted. Since then, many important steps have been taken towards modernization of higher education. However, despite reforms, educational problems remain relevant today. The full-scale armed aggression of Russia against Ukraine exacerbates these problems and brings to the fore the need to choose the most optimal way to modernize educational institutions in Ukraine in the conditions of war and post-war recovery of the country’s economy. The purpose of the study is to substantiate the strategic directions for the modernization of the national system of higher education through the improvement of the regional education system. The research justifies the role of the educational system in the post-war reconstruction of the national economy and establishes the main trends in the change of human capital in Ukraine. The analysis of national educational institutions, their place in in the global space based on the results of international ratings is carried out. The authors conduct an analytical review of the performance indicators of higher education institutions and outline a number of factors affecting the decrease in their number in Ukraine. The research highlights the idea of implementing a pilot project on reforming the educational space in Cherkasy region. The authors categorize community educational institutions of Cherkasy region by the number of students and prove the expediency of consolidation of educational institutions by creation of the Academia of Applied Sciences on the basis of progressive and most successful regional educational institutions. The priority directions for reforming the education system at the regional level are outlined, taking into account the development strategy of Cherkasy region for the period 2021-2027 and Ukraine’s recovery national plan. The study also describes Germany’s positive experience in reforming the educational system based on the principles of deregulation, promoting the development of applied learning and meeting the needs of the regional labor market. The effectiveness of this approach in the formation of a regional educational space in developed countries is proven empirically and can be used to reform the regional education system in Ukraine by creating a powerful community institution like the Academia of Applied Sciences.
