PUBLIC PROCUREMENT AS AN INSTRUMENT FOR STIMULATION OF THE INNOVATIONS DEVELOPMENT
Abstract
The article analyzes public procurement as a tool for stimulating innovation development. The relevance of the topic is dictated by the need for innovative development of the Ukrainian economy in connection with the need for rapid recovery of the country in the post-war period and harmonization of the public procurement system with EU standard. In order to implement the experience of The EU countries in stimulating of innovation through public procurement, it is necessary to focus on the best practices recommended within the EU. The purpose of the research is to analyze the experience of using public procurement as a tool to stimulate innovation in the EU and to develop proposals for their implementation in Ukraine. The following methods were used to conduct the research: desk research (collection and study of existing reports, analytical documents, strategic documents, studies); method of analysis (the collected information was analyzed, structured and appropriately presented in the article). The article systematizes the main elements of state procurement of innovations in the EU, namely: goals of state procurement of innovations; general procedure; documents regulating the procurement procedure; procurement methods. Innovation partnership as a new type of public procurement, implemented with the aim of improving conditions for the use of innovations in the EU countries, has been studied. An assessment of the practice of using public procurement of innovations in the EU and Ukraine was carried out and it was found that although the mechanism of public procurement at the EU level is clearly prescribed, it has not yet found a significant spread in the countries of the European Union, and in Ukraine there is almost no corresponding practice. State institutions in Ukraine do not trust innovative solutions as such, do not care about the level of security of these developments, as they often do not deeply investigate their benefits. A conclusion was made about the importance of developing and approving at the legislative level a strategic course for stimulating of innovations in the public procurement system of Ukraine based on the recommendations of the European Council and successful practices of EU countries.
