THE STRUCTURE AND FUNCTIONS OF THE SUPPORT SERVICE FOR THE NEW COMPUTERIZED TRANSIT SYSTEM (NCTS)

Abstract

The paper is dedicated to the join to the Convention on the Common Transit Procedure which is implemented with the help of such tools as the New Computerized Transit System (NCTS). It is stressed, that joint Ukraine to the Convention is an additional measure for contraction against violations of the Customs Legislation by the dishonest business which strives to avoid paying Customs payments. The Convention provides a lot of advantages. In particular, it provides opportunities for Ukrainian carriers and Customs brokers to use transitional simplifications and to increase their business. It is mentioned in the paper, that fully using the Common Transit Procedure provides maximally approximative involving entities of foreign economic activity. Thus, it demands the establishment of appropriate conditions for their “soft” transition and fast adaptation to the new transit system. Separate attention should be paid to the conditions of preparation of entities of foreign economic activity to use the Common Transit Procedure. The establishment of the Support Service for the NCTS (Helpdesk) is a significant component of this preparation. The Support Service is the only contact point for the Central Support Service of the General Directorate on issues of Taxations and the Customs Union of the European Commission (DG TAXUD) and for the National Support Services of member-states of the Convention. However, the Support Service is the only contact point for entities and servants of the Customs Bodies on the NCTS in the field of technical, procedural, and other issues. The authors defined ways of communication between users of the Support Service. The main structural parts of the Support Service are separated, and the peculiarities of its functioning are identified. The work of the Technical Support Module for users of programs products of the State Customs Service on issues of Common Transit. The means of providing permanent work of the Common Transit Procedure by the Support Service is determined. It is identified, the Support Service is an active tool that provides confident communication between users of the ETS. In the other words, the Support Service provides operatively and systematically answers to requirements from users of the ETS. These requirements are the use of the Common Transit Regime, malfunctions of a functional or technical nature, malfunctions of the work, and provision of explanations of the peculiarities of using ETS and/or its components.
