ANALYSIS OF THE EXPERIENCE OF WESTERN COUNTRIES IN HUMAN CAPITAL DEVELOPMENT MANAGEMENT

Abstract

The article found out that managing the development of human capital is a complex process that involves the transformation and development of the characteristics of human capital to a higher degree, which contributes to the formation of a modern person, the bearer of human capital, and also acts as a basis for achieving a multiplier effect, which is indicated on the development of society as a whole. It was determined that the main components of human capital should be the priority areas of management, namely: the basic component that determines the level of human health, its physiological and physical capabilities; professional component responsible for a person's education, knowledge, skills, abilities, type of thinking, etc.; a cultural component related to moral and spiritual values, the level of personal culture and human well-being as a whole. Special attention is paid in the study to the study of the experience of highly developed countries in the issue of managing the development of human capital, thanks to which the socio-economic effect is achieved, which is determined by: the population's access to quality medical and educational services; increasing life expectancy; low level of unemployment; high level of professional training; development of the social protection system; relatively weak population differentiation. The generalization and systematization of the experience of Western countries in the management of the health sector involves the analysis of programs for the provision of medical assistance to persons who do not have the financial resources to pay for medical services, as well as the development of a mandatory health insurance system. The study of the peculiarities of the organization of the educational system allows focusing attention on the integration of the efforts of the state and economic entities, which have a common goal - the training of the necessary number of high-quality specialists who will be successful in the labor market. The desire to increase the level of welfare of the Western population is achieved through the introduction of a targeted assistance system. However, foreign experience in managing the development of human capital must be taken into account only on the basis of adaptation to the realities of the socio-economic development of our country.
