ANALYSIS OF THE CURRENT STATE OF POPULATION WELFARE IN UKRAINE

Abstract

The article is devoted to the problems of assessing the welfare of the population. The factors that affect the welfare of the population are also considered in the article. The important role has a system of indicators that identify the welfare of the population, such as gross domestic product per capita, nominal and real wage, income and expenses of the population etc. The indicators of economic growth are offered and visualized, in particular, the nominal and real gross domestic product per capita in the dynamics. Тhere are also considered an analysis of the dynamics of population and employment and income in Ukraine in 2011-2021, the dynamics of the average monthly nominal and real wages of employees in Ukraine in 2011-2021, assessed the structure and dynamics of revenue and expenses, analyzed the dynamics of pay labor, pensions and their ratios for 2011-2021. The study mentioned that the improvement of material welfare is indicated by the share of the population with equivalent total income per capita per month, lower than the statutory subsistence level. It was also emphasized that social benefits and other current transfers are an equally important component of the population's income, and that on average one third of the population's income is replenished by cash benefits and state benefits. Attention is focused on the fact that the increase in nominal wages is not a full-fledged indicator of improving the welfare of the population. Therefore, consider the growth rate (decrease) of nominal and real wages for the period 2011-2021. To assess the material security of the disabled population of Ukraine, analyzed the effectiveness of the domestic pension system. Therefore, the dynamics of wages, pensions and their ratios are also considered. In order to assess the effectiveness of pensions in the replacement of labor income by pension benefits, the replacement coefficient was also calculated. In addition, the sources of funding for expenditures in education and health are considered. The article also outlines the main reasons that led to negative changes in the welfare of the population of Ukraine as of 2021. Among them are the aggravation of the political situation in the country; the spread of the pandemic caused by the acute respiratory disease COVID-19; development of inflationary processes; weak state support for the development of social sectors, including health care; low level of social protection of the disabled population; imperfection of the import substitution system, low level of investment attractiveness of Ukraine's economy.
