FOREIGN ECONOMIC ACTIVITY: FEATURES OF FOREIGN CURRENCY REGULATION OF EXPORT AND IMPORT OPERATIONS IN MODERN CONDITIONS IN UKRAINE
Abstract
The article examines and considers the peculiarities of regulation and control of export-import operations, pays special attention to the terms and evolution of "currency regulation" and "currency control", as well as strengthening currency regulation in the context of crises and volatile economic situation in the country. Particular attention is paid to the issue of currency control over export and import transactions in the context of current conditions in Ukraine. The deadlines for currency control over the implementation of export-import operations are considered: exceptionally extended, reduced, increased and decreased, the period of their validity, as well as the legislation that accompanies it. Operations that are subject to currency supervision of payment deadlines, as well as stages of currency control over the implementation of export-import operations of foreign economic activity: stage, basis for introduction, as well as deadlines. Peculiarities of changes in the legislation were also studied: the list of export and import goods subject to licensing, the terms of currency control and currency regulation, the total amount of accrued interest. The current interest rate of the accrued penalty for violation of the terms of currency control is determined. The problems of unstable export-import operations are revealed and prospects and means of stabilization of currency regulation and control over export and import operations of subjects of foreign economic activity under modern conditions in Ukraine are offered. It was found that due to martial law and active hostilities, Ukraine will be able to partially fulfill its export obligations, as a large amount of territory has been affected. A list of anti-crisis measures throughout the period of independent Ukraine, as well as methods that can help at the moment: liberalization of import-export business to reduce the shadow economy and revive foreign economic activity, temporary special restrictions, tightening requirements for payments for export-import transactions; implementation of measures on settlement and sustainable position of currency control before, during and after currency crises.
