RETROSPECTIVE ANALYSIS OF BUDGET EXPENDITURE ON HUMAN CAPITAL DEVELOPMENT
Abstract
The article is devoted to the study of the social component of budget expenditures in Ukraine, the identification of general trends and analysis of the financing of social infrastructure as a component of human capital development. The interpretation of the category "human capital" is considered, its main features and opinions of scientists on the components of human capital are given. In generalized form, important assets of human capital determine: knowledge, skills, experience. The importance of the role of the state in creating the preconditions for human development is emphasized. The history of formation of the modern model of the economic system of Ukraine since the beginning of independence, orientation on the European socially-oriented model of economy and acquisition of the status of the country with market economy in 2006 is outlined. The expediency of the analysis of social expenditures of the budget since 2000 is proved. Expenditures of the Consolidated Budget of Ukraine on the social direction are analyzed. The significant share of expenditures on social protection and social security in the structure of the social component of expenditures is determined: on average, the share of this component of expenditures reaches 55-60 percent. Emphasis is placed on the inefficiency of increasing expenditures in this area in the context of human capital development. The importance of the role of financing education and health for the formation of human capital was emphasized. The analysis shows relatively stable trends in funding. There was a slight increase in education funding in 2017 due to an increase in teachers' salaries. The problematic aspects of the formation of the level of salaries of workers in the industries are outlined. Emphasis is placed on the importance of taking into account the social and economic status of the area where specialists work and services are provided, as a factor that has a significant impact on population stratification and causes significant disparities in human capital. Emphasis is placed on the need for special attention to the development of infrastructure in order to attract workers to the identified areas. The need to intensify actions to improve the quality of human capital as a component of reducing social inequality and shaping the welfare of the population of Ukraine has been identified.
