STATE REGULATION OF THE AGRO-INDUSTRIAL SECTOR OF THE ECONOMY AT THE REGIONAL LEVEL
Abstract
In the course of the conducted research, attention was focused on the principles of state regulation of economic processes at the regional level, with the agro-industrial complex taken as the basis of the study, as it is represented in all regions without exception. The agricultural sector is the key component of rural development, ensuring national food security, supporting socio-economic stability, and contributing to the increase in employment. The study reveals the essence, importance, and instruments of state regulation of the agro-industrial complex at the regional level, taking into account the principle of subsidiarity and the need for a differentiated approach to managerial decisions. The role of state authorities and local self-government bodies in ensuring the effective implementation of regulatory policy in the agricultural sector is substantiated, particularly in supporting small and medium agricultural producers, developing infrastructure, fostering innovation, and promoting environmental sustainability. The research provides an analysis of the current state of the agro-industrial complex of Khmelnytskyi region as an example of a regional development model of the AIC, identifies major trends, challenges, and prospects for its transformation under decentralization and European integration processes. Directions for improving state regulation are proposed, taking into account the specifics of regional development, the potential of territorial communities, and the need to enhance investment activity. The development of the agricultural sector is a key factor in the advancement of the region in which it is concentrated, which in turn provides hope for preserving rural areas, their infrastructure, and ensuring employment for the local population, resulting in social guarantees for residents. The results of the study can be used in the formation of regional programs to support the AIC, strategic planning, and improvement of state agrarian policy mechanisms. We focused our research on Khmelnytskyi region, which is an average-sized region with a strong and well-developed agricultural sector, and the experience and achievements of this region can be applied in other regions.
