DEVELOPMENT OF THE ROAD CONSTRUCTION MARKET IN UKRAINE IN THE CONDITIONS OF MILITARY CHALLENGES

Abstract

The article examines the current state and the key dynamics of the Ukrainian road construction sector under the conditions of full-scale war and the significant transformation of public expenditure priorities. The relevance of the topic is determined by the crucial role of road infrastructure in ensuring economic resilience, maintaining logistics and mobility, and supporting recovery processes in the most affected regions. The study employs analytical and comparative methods, using recent statistical data on public procurement, budget allocations, market structure, and the financial performance of leading companies. The results illustrate the contraction of funding, the growing imbalance between maintenance and capital construction, and the deepening regional disparities in the development of road-building enterprises. Attention is drawn to the increasing concentration of the market, the dominance of several major contractors, and the adaptation strategies used by companies to operate under uncertainty and resource shortages. Additional emphasis is placed on the rapid changes in the competitive landscape, the differentiation of business models, and the emergence of new forms of interaction between public authorities and contractors in response to evolving infrastructural needs. The findings reveal positive revenue dynamics in the industry despite reduced budget financing, which suggests the presence of internal mechanisms of adjustment, accumulated operational flexibility, and the potential for stabilisation in the medium term. Furthermore, the analysis highlights the growing importance of institutional resilience, the role of regulatory improvements, and the capacity of enterprises to integrate modern construction technologies that enhance efficiency and sustainability. The practical value of the article lies in its ability to provide a comprehensive assessment of the sector’s present condition and to outline the directions for its post-war recovery, taking into account the need for transparent public procurement, balanced budget planning, technological modernisation, and the integration of Ukrainian road networks into the broader European transport space.
