HUMAN CAPITAL AND INTELLECTUAL MIGRATION: CURRENT TRENDS, CHALLENGES AND DEVELOPMENT PROSPECTS
Abstract
The article examines current trends in human capital development under conditions of intellectual migration, identifies its impact on socio-economic development of state, and outlines the main challenges for Ukraine. The essence of intellectual migration as a process of movement of highly qualified specialists, knowledge carriers, individuals with competencies and innovative potential is revealed, which affects the competitiveness of the national economy, innovation activity, and quality of human capital. Modern approaches to interpreting intellectual migration and its relationship with globalization, digitalization of the economy, and international labor mobility are analyzed. Particular attention is paid to causes of intensified intellectual migration under martial law, including security risks, economic instability, limited opportunities for professional self-realization, destruction of scientific infrastructure, and deterioration of conditions for innovation activities. The consequences of human capital migration are analyzed, including risks of losing intellectual potential, reducing human resources, weakening the innovative capacity of the state, decreasing labor productivity, and slowing post-war economic recovery. The feasibility of transition from the concept of "brain drain" to the model of "talent circulation" is substantiated, which involves supporting academic and professional mobility, developing international cooperation, and maintaining sustainable links with Ukrainian specialists abroad. Directions for preserving and developing Ukraine’s human capital are proposed, including improving educational, scientific, and innovation policies, creating favorable conditions for professional and entrepreneurial development, engaging the Ukrainian diaspora, developing reintegration programs, and forming mechanisms for the return of highly qualified specialists. It is proven that management of intellectual migration, human capital development, and implementation of state policy in this area are prerequisites for economic recovery, increasing innovation competitiveness, and ensuring sustainable development of Ukraine in the context of global mobility.
